장난꾸러기 플라이와 여동생 스텔라는 외출한 부모님 대신 온 안나 숙모의 보호 아래 집을 지킨다. 몸이 근질근질한 플라이는 동생과 사촌 척을 데리고 숙모가 자는 틈을 타 탈출을 시도한다. 우연히 빠져들어간 동굴 속에는 괴짜 박사 맥크릴이 물고기다 되는 약을 만들어 실험을 하고 있다. 호기심 많은 철부지 동생 스텔라가 약을 마시고 불가사리로 변해버린다. 스텔라를 구하기 위해 날치가 된 플라이, 해파리가 된 척은 하루 안에 해독제를 찾아 인간으로 돌아와야 한다.
