막도군의 수장 전안업은 국경을 지키려 수많은 적을 죽인다. 그러나 조정의 서자가 황권을 가로채는 쟁탈전에 연루되어 주둔하던 량청에 있던 사람들이 죽고 300명의 막도군 형제들도 참혹하게 죽임을 당한다. 그러자 조정에 실망한 전안업은 숨어 살면서 숯을 팔아 생계를 꾸려나간다. 새 황제가 즉위하려고 할 때, 전압업은 성에 들어가 숯을 팔다가 뜻밖에 쫓기는 여자와 아이를 구하게 된다
