한미합동 훈련 도중 잠수함 장보고의 부함장 찬석(정우성)은 미친 함장을 사살하고 사형을 언도받는다. 사형당한 줄 알았던 찬석이 눈을 뜬 곳은 어딘 지 알 수 없는 장소. 202(최민수)의 뜻모를 말을 뒤로 한 채, 그가 본 것은 비밀 핵잠수함 유령이었다. 정부가 소련의 차관 대신 받은 핵잠수함 유령은 모든 기록을 말소당하고 번호만 남겨진 유령 승무원들을 태우고 항해를 시작한다. 부함장 202를 믿지 못해 핵미사일 발사키를 찬석에게 준 함장(윤주상)은 사
