청나라 동치년, 주성치는 친구들이 뒤에서 지지해주는 덕분으로 구품소손관이란 관직에 오른다. 어느날 마을을 순시하는 중에 뛰어난 미모를 갖고 있는 진소련을 만나고 강한 인상을 받는다. 한편 제독의 양아들인 상위는 막강한 세력을 등에 업고 있는 불량배로 진소련의 미색에 반해 그녀를 몰래 겁탈하려다 실패하자 그녀의 가족을 몰살시킨다. 그러자 진소련은 이 사실을 지현인 주성치에게 고하나 오히려 주성치도 함께 누명을 쓰고 도망치는 신세로 전락하는데
