청년들은 떠나고 나이 지긋한 어머니들만 남아 굽은 허리를 두들기는 어촌. 차마 도시로 떠나지도 못 하고, 여자가 없기에 연애도 못 하는 어부 영철은 우연히 상어 한 마리를 낚는다. 돈을 빌려가 통 갚을 소식이 없는 친구 준구와 통화를 하던 중 자신을 믿지 못 하는 준구에게 ‘상어’를 보여주겠노라며 도시행을 결심한다. 그러나도시인을 설득하기란 순박한 청년에게 얼마나 힘든 일인가
