비 내리는 도심 한복판. 대담한 살인 사건이 3건 일어나고 쏟아지는 비에 증거는 씻겨 내려간다. 비상이 걸린 서부 경찰서 강력반, 영구라는 별명으로 불릴 만큼 괴팍하고 물불 안가리는 우형사(박중훈)와 김형사(장동건)는 사건에 관계된 짱구(박상면)와 영배(안재모)를 잡아들여 주범이 강성민(안성기)이라는 사실을 알아낸다. 수사팀은 강성민의 여자 친구인 주연(최지우)의 집에 잠복하지만 우형사의 추격에도 강성민을 놓치고 마는데..
