2002년 한일공동 월드컵 공동개최를 눈앞에 두고 있는 현재. 일본의 극우세력인 천군파는 월드컵 공동개최를 방해하는 시건을 계획한다. 혹독한 훈련을 거쳐서 선발된 천군파의 지휘관은 무라카미(김수로 분)와 냉정한 저격수 하나코(김정은 분). 그들은 한일 월드컵 방해공작을 펴기 위해 서울에 파견된다. 하지만 어눌한 천군파 대원들의 계속되는 실수와 공작금 부족 등으로 점점 어려움에 봉착하는데. 한편 서울에서는 KP요원 황보(임원희 분)와 갑두(서태화 분)가
