고아로 서로 의지하며 자란 사현(최민수), 수현(이경영) 두 형제는 경찰이 되겠다는 꿈을 키우며 상경한다. 형인 사현은 명석한 두뇌에 완벽한 실행력으로 서울경찰청에서 출세가도를 달리고 있고, 이제 막 경찰대학을 수석졸업한 수현은 포부에 가득차 있다. 그러나 수현이 초임지에서 과잉방어란 명목으로 3년형을 받는 불행을 겪는다. 형을 마치고 친구 상철과 새 생활을 시작하려던 수현은 상철이 범죄조직에 끌려가 희생당하면서 다시 절망에 빠진다. 다시 경찰생활도 할
