시대적 배경은 1930년대 말엽인 일제 강점기. 종로통을 장악하고 있던 김두한은 자신의 영역을 넘보던 일본인 하야시와의 대결에서 승리한다. 하지만 김두한은 사랑하던 여인(송채환)을 하야시파의 오른팔 김동회에게 빼앗긴다. 괴로워하던 두한은 일본장교와 싸움을 벌여 헌병대 취조실로 끌려간다. 채환은 두한을 구하려고 헌병대장에게 몸을 허락하고 자취를 감춘다. 한편, 김두한을 짝사랑하던 일본기녀 세쪼꼬는 두한에게 하야시파의 습격계획을 알려준다. 조선상권을 지키려
